MINNEAPOLIS (WCCO) – State officials will be targeting 13 Minnesota counties over the next year in the crackdown on drunk driving, according to a Minnesota Department of Public Safety report released Friday.

They are the 13 counties with the highest combined totals for DWI arrests and alcohol-related traffic deaths. The list includes Hennepin, Ramsey, Anoka, St. Louis, Dakota, Wright, Olmsted, Rice, Washington, Stearns, Sherburnek, Scott and Carver Counties.

An 18-year-old is facing drunken driving charges, after a crash in San Carlos that sent eight people to the hospital.

San Diego police say the 18-year-old crashed his Dodge Charger, carrying a total of four teens, into an SUV around 8:30 p.m. Tuesday on Jackson Drive and Lake Badin.

A father and his three young children were inside the SUV that flipped onto its side.

College Station Man Arrested Six times for DWI

A College Station man is in the Brazos County Jail.News 3 looks at how he was still on the streets, driving, after a half dozen DWI charges.Sunday night a woman called 911 saying a truck driving northbound on FM road 2154 in College Station was swerving, unable to stay in one lane of traffic.

The driver, 49 year-old Desi Robinson, was eventually pulled over in the 2000 block of Holleman Drive.According to police records, Robinson refused to perform three field sobriety tests.
Robinson did give a breath sample, his highest reading was 0.304, that's nearly four times the legal limit.He was taken to the county jail.

A man who spent two years in solitary confinement after getting arrested for DWI was awarded $22 million for suffering inhumane treatment in New Mexico's Dona Ana County Jail.

Stephen Slevin was arrested in August of 2005 for driving while intoxicated, according to NBC station KOB.com. He said he never got a trial and spent the entire time languishing in solitary, even pulling his own tooth when he was denied dental care.

"'[Prison officials were] walking by me every day, watching me deteriorate," he said. "Day after day after day, they did nothing, nothing at all, to get me any help."

A complaint of an intoxicated man at Mystic Lake Casino led police to arrest a St. Paul man for his fifth drunken-driving arrest in just over a decade.

Dang Vang, 50, was arrested for first-degree driving while impaired (DWI) after registering a blood-alcohol content of 0.24, three times the legal limit. Mystic Lake security had called Prior Lake police to report that the man was drunk and causing a disturbance.

Vang was charged in Scott County District Court with four counts relating to the case, including two counts of felony DWI, a misdemeanor open bottle offense and a gross-misdemeanor count of violating the terms of a restricted driver’s license. He is in custody at the Scott County Jail on $80,000 bail.

An expensive city law designed to shame drunk drivers into staying off the roads may not be having the effect politicians intended.

In fact, the law may be having no effect at all.

“We don’t believe there’s any research – not any that I’ve seen and not any that our national office has been aware of – that really shows that there is an effectiveness in deterring the drunk driving issue,” said Lora Lee Ortiz, head of the New Mexico chapter of Mothers Against Drunk Driving.

The law, passed in 2006 by the Albuquerque City Council, calls for the jail mug shots of all people convicted of drunken driving in Bernalillo County Metropolitan Court or the Second Judicial District to be published in the newspaper or on the city’s Web site.

On-Duty Sanitation driver Charged With DWI‎

A Sanitation worker was arrested for drunken driving after he smashed his garbage truck into an oncoming car on a Brooklyn street, authorities said.

Sebastiano Tritto, 30, hit the Hyundai Elantra head-on when he steered into the wrong lane on Bushwick Ave. at Grand St. in Bushwick about 5:20 p.m, authorities said.

The driver and passenger of the sedan were taken to local hospitals, where they are in stable condition.

Tritto was stationed at the Brooklyn South District 11. He was driving to a transfer station to unload the garbage truck when the accident occurred, authorities said.

Tritto, who has been with the department for seven years, was given a Breathalyzer test and failed, police said.

Charged with DWI crossed center line six times before running red light

A Monroe Police Department officer arrested a McComb, Miss., man on Sunday after the man was stopped for several traffic violations.

According to reports, Ranfery Arellano Betancourt, 25, was observed by an officer weaving from lane to lane without turning off his turn signal, while driving on U.S. 165.

The officer reported that Betancourt crossed the center line six times and then ran a red light at U.S. 165 and Renwick St.

When Betancourt was stopped, the officer said there was the smell of suspected alcohol on his breath. An investigation revealed Betancourt did not have a driver’s license.

He was arrested and charged with DWI-1, driving left of center, improper lane usage, no driver’s license, failure to yield, disobeying a traffic signal and unlawful operation of a vehicle in the United States with a total bond of $11,250. He was held on a detainer for insurance with no bond.

ALBUQUERQUE (KRQE) - A New Mexico man was arrested Friday night accused of driving drunk and details of his arrest are disturbing.

Richard Moya, 50, appeared in court Sunday where background investigators revealed he has four prior DWI arrests.

Authorities said he was in this parking lot on Coors Boulevard in northwest Albuquerque Friday evening, with his pants down inside his car.

Police also said he had a beer in his hand and that he had soiled himself.

According to the criminal complaint, at one point Moya told police "just take me to jail".

Sunday Moya appeared before a judge who allowed him to stay out of jail on.

“I am going to have you monitored by the pre-trial services department,” Judge Briana Zamora said. “I’m concerned about the allegations in the complaint, as well as the DWI history.”

Moya is also required to wear a "scram-bracelet," a device that monitors alcohol consumption.

Connecticut State Police tell NBC Connecticut, a Putnam man has been arrested twice in one night for driving while intoxicated.

State Police Troop D in Danielson stopped a vehicle on I 395 at approximately 4:30 a.m early Saturday morning for failing to have the vehicles rear light properly illuminated, according to a police report.

During the traffic stop, police determined the operator, James Maguire of Putnam, was intoxicated and was arrested after failing to pass a field sobriety test.

After police further investigated, it was discovered that Maguire, had been arrested a few hours earlier by Putnam Police for DWI.

Maguire earlier was released by Putnam Police after being processed. Maguire was in possession of a Massachusetts driver license and is a current resident of Putnam, Connecticut, police say.

According to a press release, Magurie's operating privileges in Connecticut were revoked by Putnam Police at the time of his release at the first arrest. Maguire violated the revocation of his license by operating a motor vehicle after his release when arrested the second time by State Troopers on I 395 a few hours later.

Maguire is being charged with DWI, failure to illuminate tail lights and operating with a revoked license.

Maguire is still being held on a $1,000.00 non-surety bond.

His first court appearance will be April 28, 2011 in Danielson.

Police arrested 11 suspected drunk drivers

Police say they took 11 suspected drunk drivers off the streets overnight during a checkpoint in northwest Charlotte.

Charlotte-Mecklenburg police conducted the checkpoint from 11 p.m. until 3 a.m. in the 6100 block of Brookshire Boulevard.

During that time, police say, they made the 11 DWI arrests, but they also arrested 17 people for driving with a revoked license. And another 26 people were cited for driving without a license.

In all, police say, they made 16 arrests -- the 11 DWI cases, four of the people charged with driving with a revoked license, and one person who had an outstanding warrant.

An anti-DWI and anti-gang initiative netted 16 arrests over the weekend, the Harris County Sheriff’s Office said.

The initiative, which was conducted by the HCSO Reserve Command and Gang Unit, targeted the area in and around a popular flea market on Airline at West Gulf Bank.

"This area is very active when it comes to the sale of narcotics, public intoxication and gang activity," said Chief Kevin Maples, who headed up the operation.

During the operation, HCSO identified more than 50 gang members belonging to seven different gangs and arrested four people for DWI. HCSO said all of the DWI suspects were 2.5 times over the legal blood-alcohol limit.

"That’s a very high concentration of gang members in any one given area," said Chief Maples. "This is a place where a lot of families come to on the weekend, so we’re just trying to make sure the environment here is safe for them to continue to do so."

HCSO deputies will be conducting similar unannounced operations throughout Harris County in the coming weeks.

GAINESVILLE — Former Florida basketball player Dan Werner was arrested and charged with DUI early Tuesday despite registering a blood alcohol content below the legal limit.

Werner, 23, was pulled over on NW 75th Street at 12:36 a.m. after an officer said Werner was driving with a tag light out and his high beams on. According to the arrest mittimus, Werner told the officer he was driving because his girlfriend was intoxicated.

Werner emitted an aroma of alcohol and had watery, bloodshot eyes, according to the report. He admitted to drinking two whiskey beverages. The report says Werner performed poorly on a field sobriety test and blew a 0.065 and 0.070 on the breath alcohol test. The legal limit in Florida is 0.080.

Werner was released from the Alachua County Jail on his own recognizance on Tuesday.

The former Florida forward played in 145 games for the Gators, averaging 4.6 points, 4.1 rebounds and 2.0 assists per game as a senior in 2009-10.

QUEENSBURY - A Queensbury woman is facing multiple charges after driving away from an accident that left one man injured. That's according to the Warren County Sheriff's Office.

Gail M. Cook, 49, was charged with aggravated DWI, unsafe lane change, and leaving the scene of a personal injury accident. Police say the victim in the accident, Tyler H. Carey, 35, was standing well off of Aviation Road outside of his 2004 Honda SUV when he was hit by a Chevrolet Blazer driven by Cook, who subsequently drove off.

A drunken-driving suspect rear-ended a police officer on the North Side early Monday, capping a weekend in which more than 150 motorists were charged with drinking and driving.
According to an incident report, Karl Sidney, 44, crashed into the back of Officer Joseph Flores Jr.'s patrol car about 2:10 a.m. on the southbound access road of U.S. 281 near Donella Drive.
Flores, 37, was taken to Stone Oak Methodist Hospital with minor injuries, police said. A member of the force for five years, he reportedly was on his way to a call for a wrong-way driver when the crash occurred.
Sidney allegedly refused a breathalyzer test at the scene and was forced to undergo a blood draw, as is the case with anyone who refuses a breath test during the 11-day Fiesta celebration, which began Thursday and runs until Sunday. He was charged with one count of driving while intoxicated and released on $1,000 bail, according to county records.

As of January, Michigan law enforcement agencies are taking a new approach to bringing down fatal drunk driving statistics in Michigan. The Michigan Legislature approved a new pilot program that will require convicted drunk drivers to install ignition interlock devices on their vehicles. Michigan lawmakers also approved a bill restricting teenage drivers.

Michigan lawmakers passed legislation now requiring convicted drunk drivers to install ignition interlock devices on their motor vehicles. Ignition interlock legislation has become extremely popular as state after state has enacted laws requiring their use. An ignition interlock device requires the driver to blow into a device that measures the breath alcohol content (BAC) of the driver’s breath sample. When alcohol is detected in the breath sample, the ignition interlock device disables the vehicle so that it cannot be started or driven.

Advocates of this technology, including Michigan’s MADD organization, are praising it for its ability to prevent intoxicated drivers from getting on Michigan roads and highways, deterring the occurrence of serious drunk driver accidents and personal injuries. Lawmakers also enacted laws that require Michigan teens to give up the keys earlier in the night: all 16-year-old and 17-year-old drivers who have been driving independently for less than one year (referred to as a level 2 graduated license) cannot drive between 10 p.m. and 5 a.m. Teens with less than one year of driving experience used to be able to drive until midnight.

The law also prohibits teens with the level 2 graduated license from carrying more than one other passenger that is under 21-years-old. Exceptions apply for family members and for teens traveling to and from school and school-sanctioned events. The new law went into effect on March 30. Michigan transportation officials support the law in an effort to bring down the number of teen car-Accidents and fatalities. According to the National Highway Transportation Safety Administration, “the most dangerous driver on the road is a 16-year-old.” Michigan has lagged behind other states that enacted teen graduated licensing laws, but that has clearly changed with this new law.

Police arrested a suspected drunk driver after she crashed her vehicle into Christus Spohn - Shoreline.Officers say the woman drove her Chrysler M300 over the median on Ocean Drive and slammed into the hospital's sign.

Aside from a few bricks knocked out of place damage to the structure is minimal.

Both the front and back bumper were knocked off the car, as well as a tire.

The driver, a hispanic female in her mid-20's was arrested at the scene.

Two People Airlifted to Strong after DWI Crash

Gorham, N.Y. - Two people were taken to Strong Memorial Hospital by Mercy Flight helicopters after a two-car crash Saturday.

The Ontario County Sheriff's Office says 45-year-old Alexander Webster was driving west on County Road 18 when he tried to pass the car in front of him, and hit an oncoming car.

The driver of the second car, 55-year-old Michael Dirisio, and his wife, 51-year-old Anna Dirisio, were each airlifted by Mercy Flight helicopters to Strong. Michael was treated for an abdominal injury, while his wife Anna has a broken leg.

Webster was taken to Strong by Canandaigua ambulance with a chest injury. He has been charged with DWI, reckless driving and unsafe passing.

The road was shut down for around two hours while Sheriff's Office investigated the crash.

21-year old woman charged with dwi

21-year-old Shannon Drake of Glens Falls is charged with aggravated DWI, DWI and failing to change lanes safely.

According to the Warren County Sherrif's office, Drake was stopped at 11:36 p.m. Saturday night after a crash on I-87 northbound near exit 21.

Investigators say Drake was driving north in a 2005 Pontiac and veered from the middle lane off the right shoulder and hit the guide lines. The car stopped about 300 feet down the lines.

A judge has jailed an elderly drunk driver for four years, finding he had more than three times the legal limit of alcohol in his blood when he crashed head-on into a TTC bus, killing his two elderly female passengers.

Eric Kannstadter, 73, who uses a walker and appears frail, stood with difficulty and showed no emotion as Ontario Superior Justice David Aston also banned him from driving for life.

Despite it being only 10:10 a.m. on Oct. 19, 2007, Kannstadter had at least 282 milligrams of alcohol per 100 mL of blood when he veered his 2000 Hyundai Elantra into oncoming traffic and hit the bus on Bergamot Ave., near Islington Ave. and Rexdale Blvd.

His passengers, Laura Dupuis, 82, and her friend Eileen Broadhurst, 81, died later in hospital.

QUEENSBURY -- A man with a 0.25 percent blood-alcohol level was kept from leaving a grocery store parking lot by a patron Wednesday night, police said.
Collin F. Patnode, 28, of Queensbury was charged with aggravated felony driving while intoxicated at the parking lot of Hannaford on Quaker Road, according to the Warren County Sheriff's Office.
Patnode was charged with the felony after a prior DWI conviction in 2004. He was released pending further action in Queensbury Town Court.

Minnesota's increased DWI enforcement program, called NightCAP focuses on the 13 deadliest counties in the state, with Blue Earth County being one of them.Their latest campaign netted nearly 200 arrests statewide, and as News 12's Ryan Gustafson tells us, law enforcement is seeing something positive come out of the program.Since the state's NightCAP DWI enforcement campaign began in the fall of 2008, more than 850 DWI arrests have been made during the high visibility patrol nights.56 of them in Blue Earth County.Officials say the high visibility enforcement reminds people to drive safe, and takes dangerous drivers off the road.Deputy Thomas Coulter says, "We're out there, we're going to keep fighting it, keep locating the impaired drivers and put as many of them as we can into jail and take them off the road.It is good that we're getting them off the street, but on the same token, it's kind of alarming to see that many of them."Although there were six DWI arrests during Blue Earth County's St. Patrick's Day NightCAP, Deputy Coulter was encouraged by the 20 designated drivers law enforcement found that same night.Something they feel is a sign that they're getting their point across.Deputy Coulter says, "Typically we'll see maybe ten or 11 and we saw almost over double of that. Man Arrested for the 12th Time on DWI

STILLWATER — A Minneapolis man was arrested for the 12th time on DWI-related charges after he rolled his car off the road into a Stillwater house.

Daniel Lynn Mills, 42, was arrested March 20 after he allegedly crashed in the 1200 block of First St. N. He was charged with two counts of felony DWI, as well as possession of an open bottle in a vehicle and driving after cancellation.

According to the Washington County criminal complaint: Police responded after a neighbor reported the crash and found Mills’ vehicle wedged against the house. Mills was attempting to remove items from the vehicle. He was so drunk that officers had to hold him by the arms to prevent him from falling down.

Mills claimed a friend was driving the vehicle and the friend had fled after the crash. Mills refused to identify the friend. He also said he had been playing with the gears and may have caused the crash, during which the vehicle rolled twice before striking the house.

Mills was in possession of two sets of car keys. A bottle of whiskey, an open bottle of soda that smelled of whiskey, and an empty Oxycodone prescription bottle were found in the vehicle.

The defendant was combative and verbally abusive toward officers, according to the complaint, and refused to take an intoxication level test, stating “I was already in prison for this offense before.

Mills recently had been released from prison, where he had been since his 11th drunk driving conviction in November, 2006. He had an active arrest warrant for failing to comply with the terms of his release. He also has convictions for check forgery and aggravated robbery, according to state records.

Berryville Mayor charged with DWI, drug possession for second time

BERRYVILLE -- Berryville Mayor Tim McKinney was booked into the Washington County Detention Center early Thursday morning for alleged DWI, careless driving, possession of a controlled substance (marijuana), and possession of drug paraphernalia.

This was his second drug and alcohol-related arrest in less than a year.

According to reports, McKinney was returning home from Washington, D.C., Wednesday evening after attending a mayor's conference in the nation's capital on behalf of the City of Berryville.

His return flight was booked on United Airlines flight 5991, scheduled to arrive at Northwest Arkansas Regional Airport at 7:46 p.m. Wednesday.

According to a sheriff's office report, a traffic stop was initiated on McKinney's vehicle less than an hour later, at 8:21 p.m., as he was traveling south on I-540.

The report, filed by Cpl. Brad Cavender, states that he got behind a black truck, which was reportedly weaving and crossing the fog line, and initiated a traffic stop on the truck.

Cavender said he could "smell a strong odor of intoxicants" coming from the truck, and claimed McKinney was unstable on his feet during several tests.

Cavender said he placed McKinney under arrest for DWI and transported him to the Washington County Detention Center for a breathalyzer test. During a subsequent inventory of the truck, Cavender said an officer found a "small black film canister with marijuana in it."

Jail records show McKinney was officially booked into the detention center at 2:12 a.m. Thursday, March 19.

McKinney was also arrested 12 months ago, on March 24, 2008, for speeding, DWI and marijuana possession while on his way home from Eureka Springs.

At the time, McKinney claimed the small amount of marijuana was not his, and he apologized for his behavior, asking that he be allowed to finish out his current term of mayor after serving the city for 18 years.

He did retire from his Entergy job, which required a CDL license, saying he planned to retire soon and didn't want to battle to keep his CDL license.

"I made a mistake and will atone for it," he said at the time. "I made some bad decisions. I feel bad for the embarrassment I've cause the city or others."

Four months later, during a plea arrangement that was reportedly "average" in its fines, fees and suspended jail sentence, District Court Judge Marianne McBeth noted that all suspended fines and jail time were subject to no similar arrests occurring within 12 months.

McKinney was released from the Washington County Detention Center at 7:11 a.m. Wednesday on a $2,595 bond. He is scheduled to appear in Springdale District Court on April 16.

City manager gets probation, fine in DWI case

A judge has sentenced Vidor City Manager Ricky Jorgensen to one year probation and a $2,000 fine following his DWI conviction.

Jorgensen was arrested for DWI on December 23, 2005. Authorities say Jorgensen was charged after he ran into a DPS patrol car which was stopped on I-10 while the trooper investigated another accident.

A jury in Orange County convicted Jorgensen on February 4, 2009.

He faced a punishment ranging from two years probation to between 3 and 180 days in jail and a $2,000 fine.

One of the jurors from the trial attended today's hearing. She agrees with prosecutors, that justice was served.

Vidor City Mayor Ray Long tells KFDM Jorgensen's job as City Manager will not be affected by the conviction or sentence. He says Jorgensen was suspended for 30 days, without pay, after his arrest, and the council feels that is sufficient enough punishment from them.

Fourth DWI results in 50-year sentence

A judge sentenced a Willis man who will go to trial in the next few months for his fifth charge of driving while intoxicated to 50 years in prison for his fourth DWI.

A jury convicted John El Garner, 39, Feb. 4 in the 410th state District Court of Judge K. Michael Mayes, and visiting Judge Reagan Clark sentenced him Wednesday, according to a press release from the Montgomery County District Attorney’s Office.

“Fifty years, I felt, was extremely fair,” prosecutor Nancy Hebert said. “To me, you just can’t hide the look of shock on your face when you get sentenced to 50 years.”

Hebert said Garner raised the issue of competency during his trial, which began Feb. 2.

“The jury found him competent to stand trial and convicted him,” she said.

He was arrested April 21, 2008, when he was observed driving erratically in the 400 block of West Montgomery Street in Willis, the press release stated. The police officer who pulled him over approached the vehicle and “immediately noticed the odor of alcohol emitting from the passenger compartment of the vehicle,” the release stated.

Garner performed poorly on field sobriety tests, refused to take a breathalyzer test and became belligerent at the Montgomery County Jail and had to be restrained, the release stated.

But Garner was released three days later, on April 24, on a personal recognizance bond, First Assistant District Attorney Phil Grant said.

“I don’t really have an explanation for that one,” Grant said.

Exactly two months after his arrest in April, Garner was arrested again – his fifth DWI offense. He is set to go to trial for that arrest in the next few months, the press release stated.

Hebert will serve as prosecuting attorney again in that case, she said.

“I assume the defense attorney and I will be talking about that,” she said.

Garner’s DWI conviction was his first, Hebert said, but he has a history of arrests for various misdemeanor and felony charges dating back to 1987, according to Public Data.

“He was an all-around career criminal,” Grant said.

He served prison time for two felony convictions, Hebert said, including eight years for a 1991 conviction for burglary of a building in Brazoria County and two years in 2006 for conspiracy to distribute marijuana in Louisiana.

Garner does have the possibility of being paroled after serving about a quarter of his sentence, Grant said.

District Attorney Brett Ligon, who has said his office will step up its efforts to prosecute driving while intoxicated cases, was pleased with Garner’s sentence and praised Hebert.

“Nancy continues to be one of the hardest-working assistant DAs in this office,” he stated in the press release. “She tried more felony cases than anyone else in the office last year.

“I’m thankful she was able to convince Judge Clark that in order to protect the welfare of our community, John Garner needs to stay in prison.”

A Glen Cove schoolgirl who called police after spotting a man stumbling out of a bar and into a vehicle, as well as a Suffolk cop who made three separate drunken driving arrests during a single tour, were among more than 100 people who got awards yesterday at a Mothers Against Drunk Driving law enforcement luncheon in Lindenhurst.

With many of the cops still wearing black mourning bands over their badges in honor of Glen Ciano, a fellow officer killed last month in Commack by a suspected drunken driver, officers representing agencies from the East End to westernmost Nassau County listened as prosecutors and MADD's Long Island affiliate urged vigilance against driving under the influence on Long Island.

"Together, we all in the room have a common mission - and that is to do everything we can, use every tool available in order to stop the devastation, the devastating injuries, the deaths that we are seeing on our roadways," said Suffolk District Attorney Thomas J. Spota.

Two of the success stories spotlighted at the luncheon were those of the schoolgirl, Samantha Smith, 11, and Suffolk Sgt. Jeffrey Walker of the Third Precinct.

Samantha was going home from Robert M. Finley Middle School last fall when she and her mom saw the man stagger from the bar to the vehicle.

"He couldn't even get the keys inside the lock," she said of the man.

Samantha took out a notebook from her book bag and jotted down enough information about the vehicle to lead to an arrest of a man who police say had a .24 percent blood-alcohol content.

At the same ceremony Walker received an award for locking up three suspected drunken drivers - in Brentwood, in Central Islip and in Kings Park - during one eight-hour shift in December.

The luncheon, held at Chateau La Mer in Lindenhurst, was MADD's Long Island affiliate's third annual for law enforcement. The group lobbies government, runs anti-drunken-driving panels and represents families of people killed in alcohol-involved crashes.

The catering hall donated the luncheon to the group, said MADD's Kristyn Hovanec, a development officer.

A 2 wants to know investigation looked into an offer by a lieutenant in the Guilford County Sheriff's Department.

The offer leads to one man getting out of a drunk driving charge.

That fact upset the father of a drunk driving victim who believes the sheriff's department was in the right.

"The people getting into cars and drinking and driving are doing the drinking. The evidence is there, they are blowing over the limit." said Chuck Kennedy. "They chose to do that. I don't see where that has any effect on how our law enforcement should behave to catch these drunk drivers."
